Mr. Dominic How Eng Li

Head of Oil and Gas Divisions

Dominic’s career began in 2006 with Qatar Kentz, where he gained experience across various segments of the EPCC contractor role. Focusing mainly in the Engineering, Procurement, Construction and Commissioning in the Electrical and Instrumentation segment. Thereafter, he returned to Malaysia setting up a successful company providing design and installation services. Furthermore, he partnered with an Australian principal in the Fire Suppression and Detection industry where he delivered numerous packages for fire suppression and detection equipment for the offshore rotating equipment market.

In April 2014, Dominic joined and Citiglobal Powergen Sdn Bhd and was responsible for setting up this new unit residing under the broader group. Under his leadership and guidance the company ventured into providing equipment and services to the utility, oil and gas as well as renewable energy, tapping into new markets and generating new revenue streams for the group. Dominic was also a shareholder of this company.

During his time as Director, Powergen started to provide units of specialized mobile diesel generator sets to Sabah Electricity, Sarawak Energy and the Brunei Electricity Authority. Powergen was also the first company to install the first 2MW MTU Biogas Engine in Malaysia at the Bukit Tagar Sanitary landfill Facility. Moreover, they expanded into providing designs and packages explosion proof rotating equipment for the oil and gas industry.

In 2017, Dominic led his team to embark on obtaining local certification of a Biogas Engine from the Sustainable Energy Development Authority of Malaysia. Working together with MAN Singapore this process of obtaining a bare biogas engine and configuring it to meet local certification was completed just one year later. In 2019, still under his leadership the company embarked into its first biogas facility in Jerantut, Pahang, where the localized engine is now being utilized.

In 2023 his shares were purchased by Citaglobal Berhad, making Powergen a wholly owned entity of the Citaglobal Group of companies.

During January of 2024 he was assigned an additional role as the Acting CEO of Citaglobal Energy Sdn Bhd, whereby he was required to lead and increase the company’s revenue, the primary business of CG Energy was EPCC of Gas & Water Pipelines as well as Operation and Maintenance services of the Petroleum / Chemical Plants. During this time he was leading a team of over 50 people in the EPCC segment.

With over 18 years of experience and proven success in various fields, Dominic still leads Citaglobal Powergen and has ambitious plans to expand its rental network of Explosion Proof Rotating Equipment locally and abroad.
